The implementation of the F-Gas Regulation in Belgium has been complex due to the regulation’s lack of clarity in defining certain responsibilities, which is further exacerbated by the complex structure of Belgium, a country with 5 governments, 4 ministers of environment and 3 languages.

Alain Wilmart

 

Alain holds a Master in Agricultural Engineering and a Master in Science and Management of the Environment both from the University of Brussels (ULB). He has been the representative of the major Worker Union in Belgium in several National, Federal and Regionals Councils that are dealing with the Social and Economic Development, Environment, Waste Management, and Sustainable Development.

He has been in charge of the implementation of both the F-Gas Regulations and the Ozone Regulation for the last 15 years at the Federal level, coordinating the policy making in Belgium but also as lead negotiator at European and International Level (Montreal Protocol widely and Multilateral Fund for the Implementation of the Montreal Protocol). For the time being, Alain is one of the Two Co-Chair of the Preparatory Segment of the Open Ended Working Group of the Montreal Protocol.
