In her welcome speech and introduction, Nina Masson, the Deputy Managing Director at shecco, explained how it is clear that the direction globally has now switched towards low-GWP refrigerants. This means that Japan also has the opportunity to exploit the full potential of Natural Refrigerants in all applications. However, a pro-active approach is required in order to increase awareness and the number of suppliers and end users.

Sidi Menad Si Ahmed, shecco’s International Chief Adviser, presented major international policy developments with regard to natural refrigerants. He explained that countries finally agreed to set up a formal negotiations group on a possible HFC phase-down under Montreal Protocol in 2016. He also described key outcomes of the Paris Agreement, most importantly to limit the global temperature rise to 2°C, with an ultimate objective of 1.5°C.

Tomokazu Ayukuwa gave a presentation on the main measures to deliver f-gas reductions in Japan. Among those he mentioned is a subsidy for natural refrigerant equipment: he explained that in 2016, the subsidy for R&D projects will cover five sectors with a total amount of JPY 7.3 billion.

Masanori Kobayashi from the New Energy and Industrial Technology Development Organization presented negative impacts of and countermeasures against HFCs/HCFCs. He presented several NEDO projects with regard to the development of natural refrigerant technology.

Hoang Minh Quân gave a presentation on Vietnam’s activities in phasing out f-gases. Among potential alternatives in the refrigeration and air conditioning sector, he listed ammonia, CO2 and hydrocarbon refrigerants. He also presented a demonstration project featuring a propane refrigeration unit for cold stores, which was implemented in Vietnam in 2015.

Anshu Kumar, a UNEP consultant and international trainer, spoke about the adoption of natural refrigerant technology in several South Asian countries, such as India, Sri Lanka, Bangladesh and Pakistan. He also outlined the main barriers to the wider uptake of natural refrigerant solutions in South Asian countries and possible steps that are needed to accelerate the market.

Homma highlighted Panasonic’s growing product range and its widening geographical reach, with its acquisition of Hussmann and its strengthening in the Asia Region.
