F-Gas: French implementation and expectations

Samuel Just, Policy Advisor of the French Ministry of the Environment, presents the French position on the EU F-Gas Regulation. In his presentation, Just addresses France's main concerns, which include the certification requirements under the F-Gas Regulation, the HFC quota allocation mechanism, which foresees free allocation of quotas, and the necessity of the servicing ban to be enforceable.

Samuel Just

 

Since 2010, Samuel has been a policy adviser in the general directorate for risk prevention of the French Ministry of Ecology, Sustainable Development and Energy. In particular, he has been responsible for the implementation and negotiation in France of the FGas regulation and the national regulation that applies to halogenated hydrocarbon based refrigerants.

Previously, he worked for 7 years in the field of legal metrology where he was involved, when working for the national authorities, in setting up the French automated traffic control, before joining the headquarter of the International Organisation of Legal Metrology (OIML) to follow up the implementation of the European directive 2004/22/EC and ensure its compatibility with OIML normative documents and to negotiate the review of the existing cooperation agreement between the OIML and ISO.
