Regulation on fluorinated gases: France's position

At the recent conference ATMOsphere Samuel Just, responsible at the Ministry of Ecology, Sustainable Development and Energy for the implementation of the regulation on fluorinated gases and national regulations on the use of halogenate refrigerants, briefly described the French position with respect to certain aspects of the proposal from the Commission to modify the regulation on fluorinated gases.

Currently (Editor's note: October 2013) there is a regulation enforced in France that is in-line with European regulations. On the subject of certifications, Just says: "For the professional certification of personnel, there are no limits of validity. Instead, for companies the limit is 5 years. During the period of validity of the certification, the company is required to report its processing activities of refrigerants and undergo specialised audits. To date, in France there are more than 72,000 technicians and more than 30,000 certified companies." France is opposed to any changes in the system of certification: implemented within the limits imposed by law has required time and energy and a change would penalize those who have observed the rules, benefiting those who did not do it.
