Marc Chasserot - Welcome Speech

In the conference opening speech, shecco’s Managing Director Marc Chasserot presents a map indicating that already today there are over 400 European companies working with natural refrigerants, present both in the Northern and the Southern parts of Europe.

He also presents a table indicating the level of commercial availability of refrigeration and air-conditioning equipment using natural refrigerants for a variety of sub-sectors in Europe between today and 2025. The table shows that in most refrigeration and air-conditioning sub-sectors, natural refrigerants are already commercially available to some extent and can be available with sufficient production capacities in all EU countries in the short to medium-term.

From a global perspective Europe leads the world in the use of natural refrigerants: For the case of supermarket refrigeration, the combination of market, policy and technology drivers has led to an impressive increase in the number of European stores using CO2-based refrigeration systems in just 2 years.

Bente Tranholm-Schwarz - Proposed EU Regulation on F-Gases

The initial objectives and the main elements of the EU F-Gas Regulation are introduced by Bente Tranholm-Schwarz from the European Commission. During the trialogue negotiations among all EU institutions, the most important task of the European Commission is to maintain, as much as possible, the legislative proposal as initially suggested.  In her presentation, Tranholm-Schwarz also emphasises the global context and the need for the EU F-Gas Regulation to have an appropriate ambition level to allow the EU to take on a leading role during the international negotiations on phasing out HFCs.

Samuel Just - F-Gas: French implementation and expectations

Samuel Just, Policy Advisor of the French Ministry of the Environment, presents the French position on the EU F-Gas Regulation. In his presentation, Just addresses France's main concerns, which include the certification requirements under the F-Gas Regulation, the HFC quota allocation mechanism, which foresees free allocation of quotas, and the necessity of the servicing ban to be enforceable.

Andrea Voigt - EU F-Gas debate

In her presentation, Andrea Voigt representing the European Partnership for Energy and the Envitonment (EPEE) noted that a phase-down approach in the F-Gas Regulation is believed to deliver the necessary emissions reduction. In addition, a ban on high GWP HFCs in new stationary refrigeration could be accepted, however, any further HFC bans are seen as restrictive and inflexible for the industry represented by EPEE.

Clare Perry - EU F-Gas debate

According to the EIA, HFC bans with concrete timelines in each sector are the only measures that send a clear signal to the industry. On the other hand, Perry stressed that a general phase-down without bans will lock-in unnecessary HFC infrastructure for several decades.

Sylvain Gillaux - EU F-Gas debate

Sylvain Gillaux from Sanden Europe began his presentation by pointing out that, while most of the company’s revenue is related to HFC products, it is able to provide natural refrigerant solutions today and has a clear strategy to build the future business around CO2. A strong F-Gas Regulation with clear deadlines for the industry and without unnecessary exemptions will create opportunities for job creation in Europe.
